"The system should be discontinued although it has been practiced for so long because in the Umno Constitution, every member has the right and free to contest any post.
"In a democratic system, there is no specific number of nominations required for a person to qualify to contest in an election," he said.
Under the present quota system, candidates wishing to vie for the Umno president's post must obtain 30 per cent nominations from the party's 191 divisions while the deputy president's post requiring 20 per cent nominations, vice-president (10 per cent) and supreme council member (five per cent).
Muhyiddin said it might not be possible to scrap the system at the moment as it would require all divisions to call for a general meeting, with half of them agreeing to hold extraordinary meetings to propose for its removal.
"Only a handful of divisions had convened the meeting and this does not comply with the conditions stipulated in the party's constitution. The supreme council has the power to scrap the system but this has not happened, probably because some members still feel the system is necessary.
